Angola: IMF Must Define Development Strategies - President Dos Santos

L'aquila — Angolan head of State, José Eduardo dos Santos, Friday in L'Aquila, Italy, urged the International Monetary Fund (IMF) and other financial institutions to define development support strategies for Africa.

Speaking at the G8 Summit, Jose Eduardo dos Santos said this could be done through separate meetings with the leaders of the five African sub-regions.

The president said the strategies should be based on granting of funds for the public sector in the reconstruction and building of local capacities for the production and services, thus fomenting the emergence of economically feasible micro, small and medium scale enterprises and generating job and rich.

José Eduardo dos Santos added that the strategies could also involve assistance programmes designed for the improvement of the administration and management of public finances and support to the States in the fight of corruption and public funds embezzlement.

"Another area of great interest to my country is clean energy, as there is the purpose of developing projects of solar and wind energy, in partnership with G8 countries that have scored progress in the technologies for the development and production of ethanol, from oil seeds that grow well in Angola", he also stated.

According to José Eduardo dos Santos, the use of various forms of energy naturally contributes to energetic security.

However, the president said, "we think it to be important that energy producing and consumer countries contribute to the stabilisation of oil price, in order for it not to put at stake the performance of our economies".

In this context, the president said, "we consider as of extreme importance the security in the Gulf of Guinea, as an international market oil and gas storing zone".

On the other hand, there is a close relation between development and environment, in view of the fact that the pace of degradation of environmental resources pauses serious problems to the long term development of various countries, the president also said.

Eduardo Dos Santos also urged the need for improved international cooperation and coordination, in the respect of all existing conventions and protocols on environment, with a view to the promotion of integration of environmental issues in other policies concerning sustainable development.

He recalled that the African countries that met in Algiers, in November 2008, decided to adopt a common position in the negotiations on climatic changes and drafted programmes adjusted to the situation of climatic changes in the continent.

According to president Dos Santos, the large extension of Africa provides diverse ecosystems like the Congo Basin that is only second to Amzonia, constituting one of the biggest systems of storage of carbon in the planet.

The preservation of this ecosystem requires the adoption of a plan of convergence, with a budget estimated at Usd 1.5 billion, for its integrated and harmonised management and rational utilisation of its natural resources, to the sustainable development president Dos Santos said.
